Drawing on what you have learned in this course and from your independent study, write a 3,500-word essay addressing only ONE of the following questions:
1. Examine how strategic approaches to HRD can enhance organizational competitiveness. Illustrate your reasoning by reference to key models of strategic HRD. Your discussion should also address the specific challenges for skills formation and human capacity building in organizations, especially in developing countries contexts.
2. Select a country/state and critically evaluate how its educational policies, institutional systems and governance frameworks impact on the processes of National HRD (NHRD) and skills development. Suggest strategies for further enhancing NHRD policy planning to improve human development within your chosen context. Your discussion should show deliberation about theoretical definitions of NHRD and practical approaches to skills building and human development priorities within that country.
3. Critically examine the concept of social capital and explain its significance in contemporary HRD planning and NHRD processes.
4. Evaluate critically the concept of knowledge management (KM) and explain its potential contributions to developing organizations competitiveness in a knowledge-driven globalising world.
5. Explain critically the concept of talent development and evaluate how talent development and management (TD&M) can help improve the performance and capabilities of an organizations human resources. Consider whether TD&M is consistent with ethical principles of inclusiveness and valuing diversity embedded in human development philosophy.
6. Basing your analysis on a key human capabilities writer (for example Sen, Nussbaum etc.), explain how the concepts of human development and HRD are interlinked, and discuss the implications of these linkages to the advancement of the Sustainable Development Goals (SDGs).
Generic Instructions and Notes
You are required as detailed in the Module Guide to draw on a range of theoretical models and key academic concepts/debates relevant to human resource development and the enhancement of human capabilities in diverse geo-political contexts in completing this assignment. It is expected that you demonstrate contemporary knowledge of the HRD field in your assignment by drawing on a wide range of academic resources, including journal articles, books, and reports published by international and regional development intuitions such as the ILO, UN, World Bank, WEF, African Development Bank, as well INGOs and State governments.
Where appropriate, draw on case examples and make clear you are referring to a specific region/industrial sector as they present different HRD challenges and opportunities. You are also encouraged where appropriate to critique Anglo-centric
assumptions, which universalise HRD thinking, when what is required are critical investigations of the nuances of diverse socio-cultural and geo-political contexts. Please use contemporary academic sources, especially peer-reviewed journal articles and avoid outdated books/articles, blogs, Wikipedia and other unreliable internet sources.
Your essay must have a clear structure and presented in a professional manner, using good standard academic English. Your work should include a title page that clearly states your student ID, the module title and code as well as the question you have answered. You MUST not include your name anywhere in your essay. You are also expected to provide a table of contents, but abstracts are neither required nor necessary. You should also provide page numbers and clear sub-headings to guide your reader. All works cited must be listed in the reference section. Please do not include works that was not cited in your main text in the reference list.
There will be two Assignment Support Workshops organised by the Module Convenor in November 2016, details of which will be communicated during the 2nd teaching week. There is also going to be an Assignment Preparation Session on 6 December 2017 and this is intended to help students to refine and clarify their essay ideas. Study fellows are highly encouraged and are expected to bring along outline of their individual written essay to this session.
Again, you are reminded that the rules on plagiarism outlined in your programme handbook apply to this assignment, so please make sure that you re-acquaint yourself with these before you submit your work.
You MUST NOT change, paraphrase, re-word or alter any of the assignment questions in any form or guise. You might be penalised for doing so.
There is +/-10% leeway either side of the word-count total. This total includes footnotes/endnotes but not the list of references at the end.
Assignments must be word processed: 12pt font size, with at least 1.5 line spacing in a font type which ensures readability such as Times, Times New Roman, Palatino, Garamond, Arial, Verdana, Tahoma and Trebuchet. Single spacing may be used for quotations and references.

This assessment will be graded based on the rubric outlined below: Mark Grade Descriptor 80 % + Outstanding work in every respect. A comprehensive and complete answer that clearly demonstrates a deep understanding of the subject and high intellectual quality.
75-79 % Excellent work in every respect. Comprehensive and clearly demonstrates a thorough understanding of the subject and clear intellectual quality. Indications of originality and comprehensiveness.
70-74% Excellent work. Demonstrates a thorough and critical understanding of the subject and clear intellectual quality.
60-69% Thorough, clear treatment showing a good understanding of arguments and context. Engages with the major issues. Very good work towards the top end of the scale.
50-59% Provides a competent discussion of relevant material and some evidence of critical/analytical thought.
40-49% Adequate treatment of the subject but with little critical insight. Reproduces material covered in lectures/seminars but adds little from own investigation.
30-39% Inadequate treatment of the subject. Barely reproduces material covered in lectures/seminars.
20-29% Highly inadequate work that reveals very limited knowledge of the subject. Often irrelevant.
0-19% Very little ability revealed whatsoever.
